The Syrian government's ongoing campaign to regain control of Deraa and Quneitra has led to the displacement of tens of thousands of people. Of those who have been displaced, some have taken refuge in the Yarmouk Basin enclave of the Islamic State affiliate Jaysh Khalid bin al-Waleed (JKBW). For example, some people recently arrived in the Yarmouk Basin locality of Nafi'a, fleeing the rebel-held town of Nawa that has been hit by airstrikes. Note that JKBW's zone of control is still separated from the frontlines with the Syrian government and its allies by the rebel-held areas in the south.
In light of the displacements, this second statement from JKBW's 'Public Relations' department that I have obtained is calling for migration to its zone of control. For comparison, one should remember the Islamic State's video campaign calling for migrations to its territories in Iraq and Syria when the refugee/migrant crisis came to the forefront of media attention.
Note as with the previous JKBW Public Relations statement the use of the Islamic State label.

In the name of God, the Compassionate, the Merciful
Statement
Praise be to God the Lord of the Worlds and prayers and peace be upon the noblest of Prophets and those sent, our Prophet Muhammad (SAWS) and all his family and companions. As for what follows:
The Almighty has said: "And the believing men and women are allies of each other, commanding what is right and forbidding what is wrong, establishing prayers and giving zakat and obeying God and His Messenger. God will have mercy on those people. Indeed God is great, wise"- al-Tawba 71 [Qur'an 9:71].
The Almighty has said: "Indeed the believers are brothers"- al-Hujarat.
The Messenger of God (SAWS) said: "The Muslims are equal in blood, and asylum can be granted by the lowest of them to all"- narrated by Abu Dawud.
Thus, we call on our people- the Muslim populace in Hawran- to migrate to the land of Islam and enter the Yarmouk Basin. For our land is your land, and our blood is your blood, and our honour is your honour, and our homes are your homes. And we will not forsake you or hand you over to our enemy and your enemy.
For on the authority of Abdullah bin Omar (may God be pleased with them both): that the Messenger of God (SAWS) said: "The Muslim is the brother of Muslim. He does not oppress him, nor does he hand him over. And whoever fulfils his brother's needs, God will fulfil his needs. And whoever frees a Muslim from his trouble, God will free him from one of his troubles on the Day of Judgement [/Resurrection], and whoever covers up a Muslim [for his sins], God will cover him up [for his sins] on the Day of Judgement [/Resurrection]"- narrated by al-Bukhari.
And God is the trustee of the pious.
