The statement below- translated by me- was released today by the Islamic State of Iraq and ash-Sham's (ISIS) Islamic court in Tel Abyad. Such announcements from ISIS in Tel Abyad have occurred before: most notably, in May last year, soon after ISIS emerged. ISIS in the town of Tel Abyad was originally Jabhat al-Nusra, which had in early April expelled the local Farouq Battalions, but members of Jabhat a-Nusra in the town defected to ISIS after Baghdadi's announcement of ISIS. Despite this development, members of both groups cooperated in the surrounding rural area against Kurdish militias, but tensions increased in correspondance with the rivalry in Raqqa city that emerged after Jabhat al-Nusra's announcement of a 'return' to Raqqa city in September 2013.
Even so, other local factions wanted to be friendly with both groups: Liwa al-Hamza, for instance- an FSA-banner brigade that acquiesced in ISIS' takeover of the town of Tel Abyad in January- has previously described itself as 'ansar' of both Jabhat al-Nusra and ISIS, even as iSIS members stole a car belonging to Liwa al-Hamza as they went to torch the Armenian church for supposed refusal by the Christians to adhere to the terms of dhimmi pact. Ahrar ash-Sham controlled the town's border gates until the group- some of whose local affiliates refused to fight ISIS- was subjugated by ISIS during infighting.

The Islamic State of Iraq and ash-Sham in Raqqa province in the town of Tel Abyad announces its distancing from all forms of injustice against people, so whosoever falls on injustice at the hands of members of the State, let him bring the legitimate evidence according to Shari'a to the Islamic court and he will take up his right completely if God wills.
