Don't fish with dynamite, don't argue over the pool table, 'cub scouts' and a school for English jihadi children: Leaked rules give unrivalled insight into the life of the EIGHT MILLLION people living under ISIS' rule

  • They reveal the reality of everyday life under Islamic State's brutal regime
  • Forbids people from expressing 'scorn' or 'hatred' around a billiards table
  • Fishing with electricity and using smartphones are also strictly forbidden
  • ISIS previously published list of shocking punishments for different crimes

An incredible collection of documents - gathered from ISIS social media channels - has revealed the bizarre laws it enforces on the seven million people living under their barbaric rule.

Fishing with electricity or dynamite, expressing 'scorn' towards your billiards rival and using a smartphone and are just some of the acts forbidden on ISIS-held territory.

The documents also reveal the existence of an academy for so-called 'cubs of the caliphate', where future militants are taught 'Sharia sciences, arts of fighting and military sciences'.

The terror group even accommodates for an estimated 600 Britons who have fled UK to join their ranks, by establishing separate schools for their English-speaking children.

Islamic State previously released a list of violent punishments for anyone who breaks the strict interpretation of its laws - with most penalties being death.

Arab and Western officials estimate that a staggering eight million people live under 'partial or full control' of ISIS, the Wall Street Journal reported.

And the newly obtained list gives a deeper insight into everyday life under the extremists' typically brutal regime.

It was compiled by Aymenn Jawad Al-Tamimi, a Fellow at the Middle East Forum who monitored social media accounts of leading ISIS figures and fighters in Syria.

One notice generously proclaims that playing billiards is 'permitted' but expressing 'blasphemy, cursing, scorn, resentment and hatred' around the pool table is most definitely not.

The rules also state the game 'should be devoid of gambling and included in that definition is having the loser pay to hire the game'.

And even if mujahideen, the self-proclaimed soldiers of God, stick to all the fanatical rules, it is 'not proper for them to occupy their leisure time with these sorts of things which constitute a waste of time'.

The same guidelines apply to table football, which has an added rule the heads need to be 'cut off from the figurines so they do not look like statues'.

This particular law seems to be a twisted interpretation of the Islamic law that states Muslims must not worship 'idols'.

They also include strict fishing regulations in the eastern Deir ez-Zor Province, where 'greedy and ambitious' fishermen have apparently been using very suspect methods which are 'harmful to the people, the fish and the river environment'.

For these reasons, Islamic State has forbidden the use of electricity, explosive materials and chemical substances to hunt because it damages the fish and people who obtain food from the water.

Fishing with grenades was a beloved pastime of former Iraqi dictator Saddam Hussain, according to a French documentarian who was given rare access to the despot.

Joel Soler smuggled out footage of Hussein tossing explosives into a pond, and later said: 'He loved fishing, but fishing with grenades.

'So when he went fishing he took a scuba diver and a grenade, and he threw the grenade into the water and suddenly you had hundreds of fish dead,'' he said

The penalties for disobeying these rules is not made clear. But Islamic State has previously released a chilling list of punishments for breaking its many laws - and many images of their merciless fighters carrying them out.

ISIS RULES ON TABLE FOOTBALL

It is permitted for ISIS fighters to play table football on the following conditions:

1. It should be devoid of gambling and included in that definition is having the loser pay to hire the game. The Almighty has said: 'Oh you who believe, indeed wine, al-Maysar, stone altars and divination by arrows [an Arab pre-Islamic practice] are filth of Satan's handiwork. Avoid them that you may have success.

2. That it should be devoid of statues and portraits in accordance with the strong prohibition against that. And that means that the head is cut off from the original part of the game [i.e. the head is cut off from the figurines so they don't look like statues].

3. In it there should not be blasphemy, cursing, scorn, resentment, hatred, according to what Bukhari narrated from a hadith of Ibn Mas'ud from the Prophet [PBUH]. He said: 'Vituperating the Muslim, committing injustice against him or fighting him is disbelief.'

4. That it should not be a barrier to obligatory mention of God's name, or any obligatory act of obedience, and when you have become distracted from what is obligatory externally or internally, it is forbidden by the agreement of the 'ulama, just as the Sheikh of Islam [Ibn Taymiyya] affirmed in the exposition of his discussion on chess and this discussion also applies to table football and whatever else corrupts the two from among contemporary games.

ISIS RULES ON FISHING

The document proclaiming a 'fatwa' - or Islamic law - on fishing states:

As a result of the lack of oversight over the abundance of fish, paucity of awareness, and the greed and ambition of some of the fishermen and their audacity in carrying out fishing in ways that are illegal and harmful to the life of the people, the fish and the river environment.

The Islamic State has decided on the following:

1. The use of electric current in hunting fish is forbidden because it leads to extermination of many river/water creatures as well as congenital disfigurement for small fish and other river creatures.

2. No fishing with use of explosive materials, dynamite and the like.

3. No fishing with use of toxins and other chemical substances because that leads to the death of all the creatures of fish and others besides them, as well as poisoning people who obtain food from them.

4. No fishing at a time of proliferation of the fish and river/water creatures because that leads to the prevention of the proliferation of the fish and the killing of their eggs, which constitutes a threat to the abundance of fish.

We ask all who come upon this decision to be bound by it for it is in the interest of the Islamic State and the Muslims in the totality.

Past documents obtained from ISIS social media channels stated anyone who blasphemes against God will be put to death.

Adulterers who engage in a sexual relationship are to be stoned to death, while couples who have an affair without sexual contact get the more lenient punishment of 100 lashes and 'banishment' from the community.

Homosexuality is also punished by 'death for the penetrator and the receiver' while thieves will have their hands severed from their arms.

ISIS has also released equally chilling images of young boys - known as the 'cubs of the caliphate' -wielding automatic weapons, taking part in military parades and wrestling each other while other cubs watch on.

These documents now confirm the existence of an official academy known as Central Cub Scouts of the Caliphate Institute where they learn 'Sharia sciences and arts of fighting'.

The school is allegedly based in Islamic State's adopted capital Raqqa in Syria and can be attended by students aged 10 to 15, the document states.

Adding: 'Here there will be preparation of the cub scouts in faith through teaching them the Sharia sciences, preparing them in the 'dunya' [material world] and teaching them on the arts of fighting that they may be capable of taking over the banner of jihad.'

The true horror that unfolds inside such camps was revealed by two alleged cubs, who were captured by rival militant group Jabhat Al-Nusra.

Two 13-year-old boys sat crying in their video as one confessed that he was forced to murder his own cousin, according to activists Raqqa Is Being Slaughtered Silently.

The boy says they have been fighting for ISIS for two months, adding: 'Muslims are killing Muslims. My cousin is on the other side, so it was either I kill my cousin or he kills me.'

Their accents led Syrian activists to assume they are from the eastern Deir el-Zor province which came under ISIS control last year.

'There are currently more than 600 children who have been recruited into the Islamic State' in that region alone, a spokesman from Deir el-Zor Is Being Slaughtered Silently told Syria Deeply.

ISIS has been training children who live in the group's strongholds and sending them to the front-lines for over a year, Raqqa Is Being Slaughtered Silently claims.

And as early as August 2014, just three months after ISIS self-declared a caliphate, the group had already recruited 800 children for military training.

Over 600 Britons are thought to have fled UK for Syria to fight with Islamic State since its formation, and there is now a place for their children to be educated too.

One document claims the school will teach children aged six to 14, with boys learning at the Abu Mus'ab Zarqawi School and girls at Aisha School next door - both in the city of Raqqa.

It read: 'The lessons taught in Arabic are Quran and Arabic language... If you would like to send your child / children to school please visit us.'

No other jihadi group has ever issued 'such a comprehensive set of rules governing personal behavior as ISIS,' Executive Director of The Investigative Project on Terrorism said.

Steven Emerson told MailOnline: 'These rules clearly are designed to ensure that those living under their jurisdiction become totally attached to ISIS in mind and body, as one would become a loyal patriot of a country.'

There are also rules governing the extremists' safety, with one document prohibiting the use of 'any electronic device or a system that has access to service to enable precise location of positions (GPS)'.

It states the move will 'protect the souls of the soldiers of the Islamic State and their possessions in the shadow of the fierce Crusader campaign against the state of the Caliphate'.

Apparently circulated in December 2014, it adds: 'We ask the soldiers of the Islamic State to take the initiative to remove it from their devices with a deadline of one month from the publication of this statement.

'After that any electronic device with access to GPS will be confiscated, and the owner will be questioned as to his lack of obeying order and exposing his brothers to veritable danger.'
